Shepherd’s pie has mashed potato on top fluffed up to look like fleece. Cottage pie has overlapping sliced potato on top to look like roof tiles.

You add the meat back in after you cook the carrots and add the tomato paste vinegar water and flour. Then you layer all of that in the ramekins and add the whipped potatoes. Thanks Beth!

You add the meat to the bottom of the ramekins and then top it with the mashed potatoes 🙂
